Organisations
An organisation is a proved master domain that has opened at least one department. A department is a slave domain: it holds no lock of its own, its holder IS the master, and it is NOT a signer — it carries an address for attribution and for being paid at, and nothing else. Spending authority is a separate record kind (Gefjon) and is counted separately on each organisation’s own page, because a surface that merged the two would be telling somebody their sales department can spend the company’s money.
